Additional correction for Kaliningrad Port By-laws

I. The By-Laws, page 24, item 2.6.10. (implemented by Harbourmasters order No115, 14/09/2006)

It is compulsory to use the tugs when tanker vessel is mooring to the berth place for loading/discharging
oil products while abeam press wind exceeds speed 7,4 m/s or push - away wind exceeds 10 m/s.

II. The By-Laws, page 11, item 2.1.12 «B» (implemented by Harbourmasters order No61r, 14/04/2008)
– to correct «mark No 198» on «mark No 208».

III. The By-Laws, Annex 1 (implemented by Harbourmasters order No28r, 11/03/2009)

«Waters and territory under jurisdiction of the Kaliningrad Maritime Port Administration» to add supplementary: «The distant sea port terminal Pionerskij also belongs to the sea port waters and territory which are covered by Kaliningrad Maritime Port Administration jurisdiction.

IV. The By-Laws of the Kaliningrad Maritime Port Administration,»Edition 2001 year with correction of 2006 year (implemented by Harbourmasters order No07r, 29/01/2009):
  1. Page 7, item 1.5. 
    The text, taken into the brackets, to delete. 
  2. Page 27, item 3.2.1. 
    The text, taken into the brackets, to delete. 
    In the line 5 - to replace the words « at the ISPC of the Kaliningrad Fishing Port» on  at the ISPC for fishing vessels». 
  3. Page 27, item 3.3.1., line 3. 
    After the words «Leaving / departure clearance» to add the words: »as well as clearance in case departure is carried out by plane». 
  4. Page 27, item 3.3.1, line 5. 
    The words « ISPC of the Fishing Port» to exchange on the words « ISPC for fishing vessels». 
  5. Page 37, item 4.7.2., in line 8 of the table. 
    The text «ISPC, the Kaliningrad State Sea Fishing Port» to exchange on « ISPC for fishing vessels». 
    The text in line 10 of the table « Duty Dispatch, Pionerskij Port Station, call sign- Pionerskij-33, Channel – 11» to exchange on « Svetlovskaja ISPC for fishing vessels, 
    Call sign- Svetlyj 49, Channel – 11». 
  6. Page 41, item 5.3.7. 
    To delete whole text and to put instead new text: 
    « Any person on the port territory who has found any kind of inflammation must immediately report to the City Fire Brigade by phone number 01 as well as to ISPC by phone number 579-486 or 538-229 and to indicate exact place of inflammation or fire. 
    In case of absence a phone – by any other way.» 
  7. Page 41, item 5.3.10, lines 5-6.

  9. To complete «The By-Laws of the Kaliningrad Maritime Port Administration» with the 
    new Annex 7 « Peculiarities of navigation to the Pionerskij Distant Maritime Terminal»: 
Annex 7. « Peculiarities of navigation to the Pionerskij Distant Maritime Terminal».

7.1 Captain of each vessel has to asks permission from ISPC Pionerskij (call sign «Pionerskij-49», channel 11) for enter, leave the terminal waters or make shifting of lying place within the harbour. 
 
7.2 It is recommended practice for ships entering or leaving Pionerskij without a pilot onboard, to ask ISPC Pionerskij about the depths on the entering fairway. 
 
7.3 To have a pilot on board for entering or leaving Pionerskij is compulsory:
  • for all ships with length exceeds 35 m; 
  • for ships with actual draft exceeds 3,0 m; 
  • for foreign flag vessels; 
7.4 Captains are recommended to use a pilot in view of depths considerable changing on
the entering fairway. 
 
7.5 It is permitted to call Pionerskij:
  • for twin screw ships with length up to 120 m and for single screw ships - up to 80 m. 

To enter / leave Pionerskij harbour is not allowed if actual weather condition and sea state:
  • for ships with draft 4,5 m and more – when wind speed exceeds10 m/s , but for towing operations – when wind speed exceeds 8 m/s, wind direction - from North & West; 
  • for ships with draft 4,5 m and more, during night time, when wind speed exceeds 8 m/s, if entering fairway depths are decreased up to 6 m; 
  • at night time, if the shore navigational aids are not in working conditions. 

7.6 Shifting of ship’s lying place within the harbour is possible only after permission of ISPC
Pionerskij and if an agreement is received from a captain of shifted ship.
Any navigation or shifting the vessels within the harbour is not allowed if wind speed exceeds 14 m/s. 

7.7 Pilotage is carried out when pilot is on board of a ship or with the leading method Such method of pilotage is determined with actual weather condition and the fairway’s state.
Captain’s agreement of leaded vessel is required to perform the leading method.
Nomination a vessel as a leader for pilotage by leading method and for delivering a pilot on the outward road of Pionerskij ( or back from road to Pionerskij terminal) is performed on request to ISPC Pionerskij. 

7.8 Meeting the pilots on in-bound vessels and disembarkation pilots from out-bound ships take place in vicinity of the buoy No 1 «Pionerskij». 

7.9 Applications for pilot service for enter Pionerskij harbour captains or their agents submit to ISPC Pionerskij 24 hours before ship arrival on outward road of Pionerskij, with following definition 4 hours before approach to outward road.
Application has to contents the max.dimensions and max. drafts of a ship. 

7.10 Written application for pilot service to leave harbour shall be submitted by ship’s captain to ISPC Pionerskij together with the application for permission to depart.
